eQuality: The Right to the Web, in Routledge Handbook of Disability Law and Human Rights

This chapter and the book it is based upon, eQuality: The Struggle for Web Accessibility
by Persons with Cognitive Disabilities (2014, Cambridge University Press), was spurred several
years ago by Dr. David Braddock, Executive Director of the Coleman Institute for Cognitive
Disabilities. Dr. Braddock asked me to examine the right under the Americans with Disabilities
Act (ADA) to web access for people with cognitive and other disabilities.

Abstract: Achieving a Better Life Experience Act (ABLE) was signed into law by President Obama on December 19, 2014. ABLE represents transformative policy change that will open new pathways to advance independence and economic self-sufficiency for individuals with significant disabilities. ABLE accounts are exempt as a resource from means-tested eligibility requirements for public benefits such as Social Security Income (SSI) and Medicaid. This article explains the critical elements of ABLE implementation and describes the impact of ABLE on future disability policy and program development.
