Although APHA members led the 1990’s effort to “unite the elderly” in nursing homes, they have focused little attention on restraints in public mental health facilities despite research findings that the dangerous (sometimes lethal) practice is used for coercive, non-clinical purposes, and court rulings banning arbitrary denial of the constitutional right to liberty. The presentation will highlight a few facilities that, employing inexpensive and replicable strategies, have dramatically reduced use of a traumatizing, unnecessary practice - one that typifies the systemic problems which plague much of mental disability services.

On Wednesday and Thursday, November 3 and 4, Michael will be addressing leadership representatives from 50 cities, who will be attending the Mayor's Leadership Academy, which is a key training event that kicks off the new 2011 Real Economic Impact Tour.
The 2-day conference will provide lessons learned from prior years regarding marketing and outreach to the disability community, effective practices related to reasonable accommodations and volunteer income tax assistance (VITA) sites, and new opportunities to link to asset building strategies, including financial education, benefits planning, and matched savings plans.
